Maharashtra’s government has launched the Global Capability Centre (GCC) Policy 2025 to position the state as a top destination for multinational innovation and technology hubs. Under this new policy, the state aims to attract around 400 new GCCs and generate about 400,000 high-skilled jobs by 2030, with total targeted investments of ₹50,600 crore. The strategy goes beyond traditional hubs like Mumbai and Pune, encouraging growth in emerging cities such as Nagpur, Nashik, and Chhatrapati Sambhajinagar.
To entice companies, the policy offers a mix of fiscal incentives (capital or rental support, payroll and interest subsidies, tax exemptions) and non-fiscal benefits (industry status for GCCs, extra construction capacity, priority utilities and land access). It also promotes infrastructure development, skill-building initiatives, and a digital databank to help investors evaluate talent and connectivity.
Priority sectors include aerospace, defence, pharmaceuticals, renewable energy, IT/ITES, automotive and more. By strengthening industry-academia partnerships, expanding digital infrastructure and easing operational costs, the policy aims to boost balanced regional development and enhance Maharashtra’s competitiveness in the global GCC landscape.
